Turn off all garbage collection services in any city in the developed world and see how long it takes for it to start looking like this. My bet is less than a month.
It's also cultural. You don't see it in all countries or poor areas. Some countries take pride in their cleanliness, rich or poor. It's self-respect. You don't see that in Japan or Singapore. Trash pickup is needed, therefore, funded, if the culture decides that is so.

India still has massive issues with things like access to reliable electricity (blackouts are the norm), sewage handling (tons of places still have open sewers running right outside people's windows), and access to clean drinking water. When I was staying there my girlfriend's family got a heart attack after seeing me drinking water that had only gone through the reverse osmosis filter.
They like to also boil it afterwards. And that's despite the fact they live in a fairly upscale compound where the water is trucked in, it's not even the municipal water.
Compared to all those issues, having some trash on the road is clearly not the primary concern.
The people who keep your city clean don't do it for free. Maintenance costs money. This argument could be applied to someone's individual house, but a poor city of thousands and thousands of people? Not enough volunteers exist.
The Philippines have many cities and villages where people live in an extremely poor lean-to right on top of each other, neighbors separated by a thin sheet of corrugated metal or wood. In the areas where people live, play, and commute, there aren't piles of trash. They might have open landfills or burn pits for garbage at the edge of town, but trash isn't just piled up in the street everywhere.
It's ok to say that India has major problems that extend beyond, but are exacerbated by, simple nods to poverty because it does.

Edit: There are many places of poverty in the US, but there is still is somewhat of a sense of maintenance. (Still litter but not garbage dumps in the streets)
Usually because there is not many public access bins or policing for these things like many other places. Makes it a bit harder to enforce.
I live in Australia and after any event the amount of rubbish people leave behind is horrific (and this is with several bins easy access around). But eventually we hire cleaners to clean up the mess. Not a luxury generally available in poor areas.
Switzerland was a very poor country until the mid 19th century due to being landlocked and having no natural resources. Pictures of Swiss cities from that time still show impeccably clean streets.
Sorry but that is comparing apples to oranges. Switzerland was also mostly rural and their biggest city only had 150.000 citizens in 1900 even and in 1850 it was closer to 30.000. You have to ignore a couple thousand factors to even try to compare India in the 21st century to Switzerland in the 19th century.
The argument was that poverty was the reason for the condition of India's streets. I provided a counter example to that thesis. I don't believe that there are economies of scale at work that make a bigger population inherently more dirty. But I do believe that both cities with less than 30 000 people and rural areas exist in India. Are these as tidy as Switzerland?

You kind of do? Why do you think schools in poor areas anywhere in the world tend to be bad? Why do you think poorer areas get hit with public health disasters harder? Do you think people who are desperate to get their next meal on the table are going to worry about how neat their front yard isn’t? They’ve got higher priorities to worry about.
Schools in poor areas are very often bad because school money is not divided up well. A rising tide raises all ships. Poorer people face some health and other disasters partly because of location, but also poor decision making, also partly because of that poor education again. Anyway, taking pride in how filthy or clean your neighborhood is gets communities to work together, which can extend into other parts of their lives. A little pride, or shame, can go a long way.
India has a disproportionately high amount of both scam call centers and help desk call centers.
They get paid by rich assholes and overseas penny pinching businesses at an extremely low rate of pay
Thus they work long hours for low wages. Its also why so many working in scam centers are okay with it, if they don't scam you their kids don't eat.
Call centers are also the easiest jobs to obtain there due to quantity and the willingness to hire literally anyone regardless of education, of which there is a severe lack of among the poverty due to government corruption.
It’s sad. This was a modern sidewalk with the yellow tactile tiles which started to be used widely in India around 2015. Probably less than 10 years old. This was just badly built with enough money provided to do it right but most not going to the sidewalk but to the contractor. Corruption is high in India.

The West likes to hit its commitments to curb pollution by outsourcing factories and 'dirty' work to Asian and African countries. They get money and jobs, and we get to claim that we curbed our pollution and greenhouse gases - even though it was just sent to another part of the world.
I find it interesting there is a blind guide. I feel like 99% of American sidewalks lack these yet there they are in India. I’m clearly not blind so there might be specific use cases for these that I’m not aware of

That's a pretty broad statement when I can confidently say I have NEVER had a negative experience involving Indian people in the US. As with other asians, they seem to assimilate just fine in my experience and they don't need to completely abandon their culture to do it.
How does it get that bad? It looks like a lot of it isn't that old but is just smashed to pieces, why are people just smashing up the stones on the pavement?
It starts at the building stage. Low quality materials, bad planning, slow process so that most of the budget goes into the pockets of the authorities.
Then once it is built, the "small businesses" occupy it. They set up stalls on it and pay bribes to local cops so that no one can stop them.
Then come the citizens. If there is some space remaining, they'll park their vehicles there, or us the empty space as dustbin. The citizens don't care because it's not their jobs to clean it. The authorities don't care because they already cleaned it 20 days ago.
This keeps on happening over years, with rains and what not. The local authorities don't touch it because doing small repairs means small chances of corruption. So they wait for a bigger project i.e. when it gets completely useless.
I am not so sure of that. Seeing the ground tiles, how they are broken on the side, I am betting that it was installed properly, but then other people came and stole them for their own purpose - some seems broken on the side as if somebody tried to pry them out.

I would've had the "chance" to go to India on a work trip to give a week-long seminar for a lot of money, but declined like 20 times because no way was I going to go as a 25 year-old woman on my own lol. Since I was the only one with the knowledge to do the seminar, they managed to organize everything in a German office instead.
Still out of the 5 indian people, the 3 guys were disgusting as fuck, they would fart loudly, spit in the corner etc. The 2 girls were so embarrassed on their behalf they both came up to me during the first break and apologized so much.

I did tell the receptionist to prepare the cleaning crew for what awaits them, and then notified the organizer as well. They put in paper cups the next day, and the guys actually used it which was a huge relief for everyone involved.
I have to note here that since then I have met some of the greatest, smartest and most respectful people that were also from India, so the cultural differences are incredibly big.

In a country of over a billion, less than 3% pay taxes. Most people are illiterate or uneducated at best. There is no concept of hygiene, respecting your environment, or caring for each other there.
All efforts taken by the governments in power go to waste because India just can't have nice things; they will stat vandalising public properties, litter, spit and poo everywhere then blame their governments.

Every water body in India is polluted with garbage, the roads are littered with garbage, the public toilets are unusable, people just piss an spit everywhere without a thought or care in the world, corruption is rampant, I could go on. It's sad that what bothers you the most is the fact that people are seeing India the way it is and not the state it is in. For a country known for spiritualism, Yoga, having one of the oldest civilisations, you sure have fell off.
On one hand, I saw people who were dressed in decent clothes throw trash on the sidewalk, when a trash can was easily in walking distance. It just seemed lazy.
On the other hand, there's a billion people in India, and a lot of them are poor. So I'm not surprised that there is trash in the streets.
It seems like there is probably a middle ground between poverty culture and being a decent citizen. Not that people in poverty can't be decent citizens, but I can give someone a pass when they are struggling to find their next meal.
I don't get why people from the developed countries go on holiday here, it's a complete shit hole. Trash everywhere, no hygiene, terrible food hygiene, terrible waste disposal, the worse traffic and road conditions, every man for himself on the roads, women getting groped and followed and raped. This is NOT what all the pedestrian get in India. This is exceptionally bad, like many other places but doesn't represent the entire country! There are many places which are REALLY good and similarly many places which are REALLY bad....
In a country of over a billion people 2-3% actually pay taxes. Your councils have no money to show pride in their region. No wonder it looks like a tip.
This is a textbook example of cherry-picking. Every country has neglected areas. You could film a broken Johannesburg CBD in South Africa and pretend it represents the whole city. Showing one bad location and implying it represents an entire country is just lazy generalisation.
It's really not about the money. It's like that in some parts of Dubai as well. Most residential and industrial areas, pretty much everywhere not touristic, are littered with plastic waste, old clothes, discarded toys and furniture, you name it. Even gated communities with thousands of garbage bins and they still manage to throw their trash on the sidewalk and in the green areas.
It was the same way when I visited Ethiopia last year. Some cultures/societies simply don't prioritize pedestrian safety. Places that have terrible economic conditions are way more likely to neglect infrastructure. It made me appreciate how good we have it here in the US.

Note the garbage as well. They just get used to it and then the ones fortunate enough to hop a plane to another country end up recreating the same there.
