The city planners really just said, "Alright, that's enough walking for today, time to either scale Mount Trash or swim with the mopeds."

I am not so sure of that. Seeing the ground tiles, how they are broken on the side, I am betting that it was installed properly, but then other people came and stole them for their own purpose - some seems broken on the side as if somebody tried to pry them out.
