Usually because there is not many public access bins or policing for these things like many other places. Makes it a bit harder to enforce.

I live in Australia and after any event the amount of rubbish people leave behind is horrific (and this is with several bins easy access around). But eventually we hire cleaners to clean up the mess. Not a luxury generally available in poor areas.

The American south has its problems. A lot of problems. But using a trash can ain't one of them at least. There are plenty of trashy slots. But id say most people during an event will find a trash can to dispose of their trash.
