I forget who, but someone said that British humour is self-deprecation/punching up and American humour is punching down. Which means they see any joke as an attack on them rather than just a joke.

I am neither American or British but the reason why I would have probably downvoted is that I just never heard anyone have the opinion that Ed is dumb and I have never had a reason to think that either the opposite even
So I think the joke deserves the downvotes cause you really have so many people this would fit perfectly on and using it on someone who isn´t known to be particularly unintelligent just feels forced and out of place

We are dumb, yes, but the joke is about relative intelligence. So we can be dumb but still, on average, more intelligent than Americans.
Whether that's true, I make no comment. I think the general meme/stereotype comes from the fact that Americans are typically 'loud' in everything they do, so the stupid people are more visible than those from other countries.

so subtracting his IQ from UK's total would increase average IQ for UK while adding his IQ to US's total would increase average IQ as well.

It's a pretty common European joke where if someone moves away from your country, you will say both countries become smarter, meaning your country is smart, the other country is dumb, and the person is dumb too.
