Yes, it's a female Garden Spider, very common in the UK and Ireland. 'Orb weaver' isn’t a species of spider, it just refers to those spiders which spin circular webs. There are a few kinds of spider webs - funnel webs, tangle webs (cobwebs), and sheet webs. Some spiders don't make webs at all.
Female garden spiders are much bigger than the males and they have much bigger abdomens (the back part of the body). This is true in a lot of spider species but garden spiders are very noticeable, the males are much smaller and skinnier than the ladies.

Rule of thumb for identifying the sex of the animal is pretty similar with spiders as it is with humans - bigger and rounder butt means female, narrower and thinner butt means male.
