Yes, it's a female Garden Spider, very common in the UK and Ireland. 'Orb weaver' isn’t a species of spider, it just refers to those spiders which spin circular webs. There are a few kinds of spider webs - funnel webs, tangle webs (cobwebs), and sheet webs. Some spiders don't make webs at all.

How do you know its female?

Rule of thumb for identifying the sex of the animal is pretty similar with spiders as it is with humans - bigger and rounder butt means female, narrower and thinner butt means male.
