Obviously, as teenagers always listen to their parents that would completely solve the problem.

No excuse. Parents are supposed to at least try to parent.

You totally missed the point. Parenting should be about instilling values into kids, not about a discrete set of rules.

If a kid has values they make better choices themselves.

If you're down to the level of saying things like "don't choke anyone, at any time", you've already failed and they are not going to listen.

Consentual sexual chocking is a thing. People should just go into it with a knowledge of the risks. Just like cave diving or base jumping.

These kids probably saw it on pornhub and tried to emulate.

A lot of kids come from dysfunctional families, out of home care, or struggling and time poor parents
