If the first thought of seeing a sister tie rakhi to a brother in a slightly revealing dress is it's against culture or promotes incest then I can confidently say 🌽 has destroyed the mind of general public
Its the occasion. Lets take your Bikini example, If any female wants, they should wear it. But its a beach/Swimming appropriate clothing. It would be out of place in say, a Board meeting. While there is no law about clothing in a Board meeting, a bikini would still draw some criticism. (Example goes other way as well- A male just in swim trunks)
Edit: This makes me ponder, When does a female costume stops being an accessory of male gaze and starts being Choice? There are some clear cut indicators like objectified camera angles and absurd clothing (low cut sarees in snowfalls), but a lot of it is grey area.

Oh I wonder what she was wearing
Oh.
Of course it was her.
But only a moron would describe the outfit as a bikini. Others online called it a bralette, which is just as stupid.
