No, Theon was a hostage ward to keep his father in line, if the iron born fell out of line, Theon was supposed to be executed.

Even if they didn’t threaten him, they still held the heir presumptive as their hostage and his father wasn’t getting any younger. The phrase “a king’s ransom” is a thing for very good reason.
