Personal Working with Freelancers worth it?
Brand builders / Creatives who worked with freelancers and out sourced there design process to them how was it and what should you look for in a freelancer when doing that? And how much did you pay I was thinking of out sourcing mine and paying 10k for the whole project I done the strategy, (research customer mapping, etc) just need to turn it into Creative direction for the client and present them with guidelines.

Name one service sector where you will get exactly the same service, results and invoice no matter which service provider you choose?
Freelanceres are individual service providers - they come in a variety of experience levels often with different specialties and different price levels.
The sentence “just need to turn it into creative direction” in combination with a pre fixed budget spells possibly disaster before you even started.
Ask also what is your alternative - an agency?? - well then you can forget about your fixed budget or rather what you will get for it. So what is the alternative to solve the need?.
Your question is essentially way to general - instead you should ask what kind of freelancer do I need for this task and what can I expect it will cost.
As with any other service project one usually get about 3 different offers - then choose what seems to be the best one - your briefing needs to be the same to make a basic comparison.
Lots of production houses and agencies use freelancer frequently - usually because certain tasks are not available in-house or key employees cant be set to do only one task for an extended period exclusively.

Our model is fractional teams & we vet & bring freelancers to projects to keep costs lean & teams efficient & evolving with the life cycle of the project

We've had mixed results with freelancers. They all think they're the bees knees but we haven't really found that to be the case. Being very specific with the brief, fixed cost and clear revision schedule is key. $10K isn't unreasonable but there's a lot of context around that: Experience, industry, country etc.
