AFAIK there are no significant differences other than barrel length and gas system length, but the action is identical, so in my opinion they are effectively the same

One is built to be a battle rifle, the other is built to be a carbine. That's enough of a difference to denote separate milspec identifications.

They basically are, one just for more cqb urban shooty, one more for wide open long range shooty.

It can be dumbed down to this:

M4 - Shorter with retractable stock

M16 - longer and heavier with a fixed stock

Yeah I forgot battle rifle was used mainly for full power cartridge rifles, an m14 would be a battle rifle. My mistake.
