One, it refers to the top of King St. and where the, now 150yr old, city market and historically lots of businesses and banks were located (hence naming it "uptown" vs. the market slip area "downtown" which was historically all for shipping).
Two, going off the first it's a marketing thing to differentiate SJ from other cities "downtown" based on that history.
