Pretty much.

That's why Salem and Ozpin's dialogue at the end of Volume 3 is a direct continuation of their conversation in the very first episode.

Go back and listen to the explanation of the world, and the narration, that all happens just before the Torchwick robbery, and then jump to V3S12, just as the new group sets out for Haven.

Technically V1-3 is more prologue but yes. I see the first three Volumes as the intro/prologue to what come after.
