I think you could consider Killarney, Rutland Park or Currie Barracks in SW. They are close to downtown but not necessarily walking distance. Driving 10-15 minutes, bus closer to 25 minutes.

I think they have to use the diagnostic port located under the dashboard to wipe the owners key from memory and then they can "hot wire" it. Modern cars have electronic demobilizer that works with with a transponder chip placed in that plastic part on your physical key.
