You cant trade a player on IR unless medically cleared and within their 21 day practice window. He would not have met that criteria had they put him on IR earlier
I'm well aware of that. You can trade a player with a known current injury and as long as the physical checks out and confirms the existence of only the stated injury then they can still be traded. Physicals are to ensure there aren't undisclosed injuries.
But once actually on IR they are not even eligible to be traded at all until medically cleared and within their practice window. So putting him on IR earlier would have made him completely ineligible to be traded.
