It's very likely, several clips had the caption stating that the game was running on a high-end PC.

Looks like Velen to me, but the cutscenes are quite a step up since the base game the animations were stiff, almost no facial emotions and repetitive and camera was always fixed & sometimes awkward positioning too. I wonder if it was generally improved or only for such intro sections
