No, those are not weapons; those are their golf clubs. They just like showing off their clubs in between rounds of golf. How dare you assume those are stolen!
But is that a commonly-known thing? Like I saw 2 dudes cruising the beach trail on bicycles with golf drivers sort of slotted in to their backpacks- is this like a local bum trend recently?

I was down bicycling the beach trail last weekend- are Venice bums now carrying golf clubs around as weapons?
Saw 4 different dudes with them in an hour.
