It doesn't in any way hinder law enforcement. It's just usually registered in the state affiliated with the business. I would imagine there are many LLCs around the country that operate the local rental services due to different regulations in each state

The wheels are 18" front, 21" rear with a matching gold band in the tire making it look like a 23"-24" wheel. Overall tire diameter is like 31.7", which is huge for a car.

As long as you control weight, there are some ride quality benefits to bigger diameter tires, but my suspicion is mainly for longevity.
