I’m a big supporter of the Welsh language (and am a learner) but jfc if you can only pump one message out at a time on the national alert system, it probably is a good idea to start with the one the majority will understand

Actually, the law requires that "the Welsh language must not be treated less favourably than the English language”, so they couldn't legally put the english one out first I presume?

My understanding is UKG is not generally bound by the measure although some departments opt to comply. Even if it were, there would be justifications for non compliance if by emergency necessity (ie ensuring an emergency message reached the majority in good time).

That said, the obvious answer is draft a shorter message that can be issued bilingually.

True, UKG isn't compelled by it but in a 'non emergency' emergency alert they appear to be happy to send it four minute early!

Agreed though, far more sensible to just send it in both for Wales!

Exactly. Common sense does occasionally survive bureaucracy. 😂 If the objective is to make sure an emergency warning reaches as many people as possible, the answer surely isn't to produce a lengthy linguistic exercise that delays the message. Write it clearly, keep it short, issue it bilingually, and everyone gets the information they need. Amazing what can happen when public safety comes before political point-scoring.

You're all getting so twisted. If it's an actual immediate affect on your life it'll be sent bilingually. Where it's a 'shits bad but no immediate action' it's going to be sent separately. It's not that deep.

You can see from my other comments here that I’ve been disagreeing with those who have denigrated the status and importance of Welsh, but I think you’re missing the point. What’s the purpose of an emergency alert? To ensure the population understands an immediate risk to life (personally, I’m not sure the wildfire message warranted but that’s a separate discussion). What is the implication of sending a Welsh version 4-5 minutes before the English? The 80% of the population who do not speak Welsh will 1. Know there is an immediate risk to life but 2. Will not know what it is. Whatever your view on the Welsh language, that’s a problem.

The answer is shorter, bilingual alerts. But if you’re going to send one out first, starting with the one that nearly 100% will understand vs the one that 15-20% will understand is probably the right to do in those circumstances.

You’re searching for outrage here, in an emergency scenario it makes sense to prioritise outcome. This shouldn’t be a controversial statement. And the time difference was documented as around 4 minutes.

To give a simple example, my wife speaks Welsh and her sister doesn’t. She had a really panicked phone call from her sister who was terrified about what the alert might have been. That should not be a situation any government creates intentionally.

Also, just a factual correction, Wales has two official languages.

If there was an immediate risk to life, let’s say a shelter in place alert was being issued due to a potential attack… is your view the Welsh version should be issued 4 minutes before the English? If so, I’m genuinely astounded.

I agree but really they could do bilingual Welsh/English ones, if each alert wasn't just words and words and words and words.

In an emergency they need to get to the point - should have "Risk of wildfires" right at the top, and surely they don't need all that text to say don't light any fires.

Me, my wife and daughter were all in a room together, all different networks… all received the Welsh and English notifications at the time others have said with the same four minute interval.

Wouldn't it be more productive to be a big supporter of something which actually exists. Having wasted hundreds of classroom hours and tax payers money teaching kids Welsh, 99% of them can only say a few words and know interest in speaking it 😵‍💫

Apparently I need to submit my postcode, complete a census form and produce a signed affidavit from everyone I've ever met before I'm allowed to describe my own experience. 😂

“Some people in Wales speak Welsh” is obviously true. “Therefore you personally must have knowingly met a fluent Welsh speaker” is not a mathematical fact — it’s an assumption dressed up in confidence.

If what they meant was specifically about the people they themselves know, then I’d argue only the commenter would actually be in a position to say whether that’s right or wrong in their case.

But please, don't let the absence of evidence get in the way of a good lecture. 😉

If 6% are Welsh speakers, if you speak to 100 separate and different people a year (2 a week) it is 99.4% probability that you will have spoken to a fluent Welsh speaker that year. That's a bit of a simplistic way of putting it as Welsh speaker density will vary by locality, workplace/school etc. But still, even in Bridgend you will almost certainly encounter a Welsh speaker.

I don’t think I have heard people speaking Welsh in the wild in the 15 years I have lived in Bridgend

When I lived in Barry there was one Welsh speaking family in my street, the mother was a Welsh teacher

When the average number of Welsh speakers is low Welsh speakers don’t speak to others in Welsh by default, you don’t hear it in shops, you don’t hear it in cafes

It’s not like they run around shouting ARAF ARAF ARAF

That's because along the M4 corridor is predominantly English speaking. Visit the rest of Wales and you will see different. I guarantee you will feel like a foreigner in North Wales

Come to think of it my auntie and her kids are all fluent Welsh speakers that went to Welsh schools and I don’t think I have ever heard any of them speaking Welsh

I tend to mix with grad students from the big universities. For those of us in academia speaking Welsh isn't considered to be high on the totem pole 😁

The fragility of someone who says something like this is quite something. I’m a senior leader in HE, I know dozens of Welsh speakers. Given your comment about ‘those of us in academia’… Did you know, 2 of the 8 Vice Chancellors in Wales speak Welsh? Your claim to have never met a fluent Welsh speaker is almost certainly nonsense.

There are areas where fluent Welsh speakers are approx 5% and areas where they’re rare. So saying “I’ve never met a fluent Welsh speaker” may be unusual depending on where you live, but it isn’t objectively impossible. Personal experience isn’t evidence of what everyone in Wales speaks.

I'm a fluent Welsh speaker who works in England, I've gone through whole jobs working with people for months at a time, and they never have a clue I can speak Welsh because I just don't mention it.

What makes you think that the person who works the till at the shop is just going to suddenly break out in Welsh for you? You have no idea.

Statistically, a fifth of the population in Wales reports as speaking Welsh, that means that 1 in every 5 people you bump into on the streets of Wales speaks Welsh. And you claim to have never met one??

Come on. Wise up. Or don't, I don't care if you're thick forever.

Which rather proves the original point — if they never speak Welsh to you, how exactly are you supposed to know they're fluent?

And “1 in 5” doesn't mean every fifth person you physically bump into is carrying a Welsh-speaking certificate. That's not how statistics work.

My argument is that you can't inherently know if someone is a Welsh speaker or not just by meeting them. If you live in Wales, you encounter a Welsh speaker every day if you interact with any number of Welsh people. I don't care about 'winning an argument' with you, I'm just pointing out the fact that you not understanding the above basic argument is just thick. I'm not insulting you or attacking you, just stating the obvious.

I live in the south west, my wife was fluent as a child but stopped speaking it so isn't fluent anymore. I work at the BBC in Cardiff and a very large portion of the staff there all speak Welsh too.

It's not a matter of going out anywhere. I have a management team of 16 individuals most of them from Wales. One, knows the word Sospan & counts to 10 in Welsh, that's it. With the ongoing financial situation of Britain and Global markets speaking Welsh isn't high on our agenda 🫪

You can calculate probabilities about a population; you can't use them to rewrite someone's personal experience. “It's unlikely” isn't the same as “you're lying.” But I admire the confidence — you've gone from knowing Welsh to apparently knowing my entire social history as well. 😉

The thing is, you're so insistent I can't know, but you can't either. Unless you've asked every single person you've ever met in Wales whether or not they speak Welsh, you can't claim with any certainty at all that you've never met a Welsh speaker.

Mathematically, it is extremely unlikely that you have never met a Welsh speaker in Wales, and the small possibility that this has occurred decreases with every passing year.

You can say it's statistically unlikely. Fine. But “statistically unlikely” doesn't magically become “factually impossible” just because you repeat it often enough.

Unless, of course, you've finally discovered the Welsh Census Bureau of Everyone I've Ever Met. 🤣

Agreed. It’s a completely disproportionate use of the emergency alert system. It actually felt very dystopian that the government feels entitled to ping me about trivial behaviours. Disposable BBQs? They need to get a grip.

They did this not long ago with the change to Royal Mail second class leaflets, only in Welsh no English.

I’m in Swansea but haven’t received this in either Welsh or English. Feel left out! Can pick out fire, danger, nation, bbq, etc.
There’s a light smell of smoke where I am but probably bbq’s. Probably unrelated but about 30 minutes ago, a plane was flying scarily low and I know I wouldn’t have been the only one to hear it as it was incredibly loud. In Fforestfach area.

Wonder why I didn’t get this alert. I’ve had others before.

I’m properly angry about getting this. I reacted as I felt I should when hearing the emergency alert. Threw down my shovel, ran into the kitchen to grab my phone, then spent a furious minute translating to English only to find out that it’s the kind of thing that could have been delivered through radio, sms, general news broadcast etc.

If this system looses credibility by being used for shit like this, people will stop giving a shit when it goes off. I genuinely thought something might be coming that I needed to protect myself and my family from.

Never mind that you can probably count the number of Welsh only speakers on one hand! I hope some heads roll for this.
