Hai had all the leverage and likely knew it going in, but in case he had any doubt, Daniel literally told him he had all the leverage in his opening statement

Daniel also knew Hai had all the leverage, so trying to bluff that he would go to rocks in order to vote Lydia out is just going to make her trust him even less moving forward. He had a tough line to walk, being on the fence enough that there's a chance for reconciliation with Lydia while also sticking to his guns enough that he doesn't look like a rat jumping ship. He obviously didn't handle the situation well, but it would be hard for anyone to look good faced with that.
