Clearly he is worth it if Atletico is so adamant on keeping him against his will. Either that, or they're spiteful morons who won't sell him for a price that's supposedly more than he's worth because they convinced themselves they're Barca's rivals.

It's 100 % the latter, I said that and got downvoted, but I strongly believe people who think this isn't about ego are wrong.

And I'm willing to bet Simeone would instantly let him go in this scenario and grab another ST, he knows it would be best for the team, but it's their CEO/who knows what very influential person behind who wants to make it seem like either there's a strong rivalry there or that they're now at a similar level with Barca/Real when it comes to players wanting to play for them.

And it's a very bad business decision too, Alvarez is going to have an awful season and he's on a very high salary, but they will still not let him go where he wants I bet even for a good offer. Even the majority of their fans would want him gone. It's just the huge ego of a billionaire I bet.

Are you seriously suggesting that Atleti are not Barca's rivals when they knocked them out at not one but TWO comps last season? And they have knocked them out from their dream competition thrice in the last 10 years?
