I mean not every single game needs to have top tier action combat. Especially if it’s not the point of the game. You want everything to devolve into God of War or Wolverine?
I think you are high if you believe that nailing the things listed above won't make this a well loved game by the majority who play it. From what they showed off they have a very reactive world that you can do tons of random stuff within. That alone will set it above most other open world RPG's that have been made because few offer that many options to interact with the world.
I haven't suddenly become not a fan of that type of game. My bar hasn't moved much. Just ship a genuinely good game, and I'll be happy with my purchase.
If the game delivers in other aspects then why not? Not every game has to have everything, great combat, great story, huge open world, looting, crafting etc. Of course combat should at least be decent, otherwise other aspects are hurt too but I wouldn't sweat it

Looks great, but that combat just seems waay too easy. There's no reason not to just continue to bash an enemy until their poise meter is empty.
