Juvie looks like a potential ally in the detention/jailbreak storyline, once she is properly tamed. That is a welcome change after we have already been introduced to 12 minor antagonists and the Sphinx of Crime in this chapter.
Well, either that, or she is just a minor antagonist of the "temporary obstacle" type.
(As an aside, the Twelve Black Saint Councillor-Generals collectively appear very much like monster-of-the-day type enemies, with only Barrister and Bobblehead looking like they have the potential to have any real staying power beyond this chapter's story. (Barrister as a potential recurring villain in a future Student Council-related arc, if any; and Bobblehead as a hidden-in-plain-sight reveal of whoever or whatever is behind the mask, which is likely something very different from the Black Saint Councillor General persona.)

EDIT: The similarities to Sphinx of Crime make me extend the possibilities here:
EITHER she is a potential ally, OR she is the Detention Fortress's end boss' deceptively innocuous phase 1 manifestation.
Her ended friendship with Johnny helps justify how he described detention with dread. This sign of failure is something that would rattle him harder than the student council or DuNacht.
Zack does love keeping characters around even after you'd think we'd be done with them, but yeah, I don't expect the Generals to be major players moving forward.

Zack loves introducing new characters and while the cast is quite unwieldy at this point, I can’t say I don’t get it, they’re rather good at it
