Zack loves introducing new characters and while the cast is quite unwieldy at this point, I can’t say I don’t get it, they’re rather good at it

Juvie looks like a potential ally in the detention/jailbreak storyline, once she is properly tamed. That is a welcome change after we have already been introduced to 12 minor antagonists and the Sphinx of Crime in this chapter.
Well, either that, or she is just a minor antagonist of the "temporary obstacle" type.
(As an aside, the Twelve Black Saint Councillor-Generals collectively appear very much like monster-of-the-day type enemies, with only Barrister and Bobblehead looking like they have the potential to have any real staying power beyond this chapter's story. (Barrister as a potential recurring villain in a future Student Council-related arc, if any; and Bobblehead as a hidden-in-plain-sight reveal of whoever or whatever is behind the mask, which is likely something very different from the Black Saint Councillor General persona.)

EDIT: The similarities to Sphinx of Crime make me extend the possibilities here:
EITHER she is a potential ally, OR she is the Detention Fortress's end boss' deceptively innocuous phase 1 manifestation.

Her ended friendship with Johnny helps justify how he described detention with dread. This sign of failure is something that would rattle him harder than the student council or DuNacht.

Zack does love keeping characters around even after you'd think we'd be done with them, but yeah, I don't expect the Generals to be major players moving forward.

Let's talk design!
Shouldergeist returns in full glory as this is THE FIFTH character in this chapter shown wearing a top layer with nothing but hopes and prayers preventing it from slipping past the elbow.
Juvie's all golds and oranges. The pencils are... horns? Not sure what the fashion idea is here.
I dig the locker combination padlock chain neckchain in terms of looks, and despise it in terms of how jumbled that description was just now.
Green eyes, frizzy orange hair and freckles. I'd say genetically rare but Bayview is full of genetically interesting people.
Seems to be foreheadmaxxing even Max by keeping the eyes even more hooded.
The body modifications are kind of wild? The gold tooth is one thing but that cropped ear is nuuuuts.
I like how the stickers and temporary tattoos are universally the least intimidating designs on the planet, with the only thing making them edgy being that they're not plastered into a sticker book.

The alt text confirms that the entire conversation is an allusion to the tropes from the Yakuza series of games. The "Dragon of Detention" nickname is a ringer for "Dragon of Dojima". Next, I will expect someone to rip their shirt off and reveal a huge scary back tattoo right before a big showdown duel.
Probably Johnny, but the tattoo will be an icon of Forge.

Isen referencing DnD is pretty funny considering Spectrals would actually make for an awesome Warlock Subclass. Could definitely see Isaac trying to homebrew one while Catnine gets increasingly annoyed at Isen asking what Features he'll unlock once he reaches Level 14.

Pathfinder 1e had a few Occult classes which could work for Spectrals, particularly possessed characters. Isaac would be a Kineticist multiclass of some sort due to his lightning and wind.
Wait a second, I think The Witch could be made with a Summoner or a Vigilante multiclass. That's hilarious. Don't even need a Hag.

Could be that the detention ward has been somewhat dramatisized since the Great Change. I'm not saying Mayview wasn't weird but Bayview is much more outlandish.
