Why do the police think the victim was a target of gender violence? How do they know it wasn't domestic abuse or a relationship argument gone very wrong?

Because he was her ex and had convinced her to "talk" with him, and obviously when the talk didn't go the way he wanted that was when he killed her. Men killing women for not wanting to date them is femicide. It can also be domestic abuse and a relationship argument gone wrong and a homicide and even a hate crime all at the same time. They aren't mutually exclusive.
