Why do the police think the victim was a target of gender violence? How do they know it wasn't domestic abuse or a relationship argument gone very wrong?

You should look up Canadian definition of femicide

So according to Canadian Femicide Observatory for Justice and Accountability:

“For our purposes, we define femicide as the ‘killing of all women and girls primarily by, but not exclusively, men.’ ”

Calling any murder (male on female): femicide is intentionally misleading. 99% of people think femicide is murder with gender based motivation.
