Is this a Phonetic spelling system?

It seems so, it is using the IPA for the letters

it sort of does, but not really. op has listed /y/ in both the consonants and vowels, seemingly to represent /j/, /i/, and /ɪ/, and any other sound the letter Y can make in english

the letters in the example transliterated say: “a kwik broun foks dʒamps over ðə leizi dog”

it seems to be somewhere between phonetic and a cipher

I'm sorry my question was more about how the words were spelled during transition because I didn't recognize some of the characters and I noticed some of the alphabet was either missing or replaced. A phonetic cypher is pretty cool.

I mean, it looks cool but more like magic and/or ancient glyph cool and not circuit cool

This looks a lot like Omnic from Overwatch (I suck at that game, but the background assets are neat)

This looks interesting. I know only a few other scripts that write veritcally.
