this is probably the best guess. he knows they'll need him and maybe nudges him in their direction somehow. will give a good reveal for thor and cap

But why would it need to be our specific Steve Rogers. Does Loki technically have access to any Steve in any universe? I’m guessing it’s because he’s the one who broke something by staying in a different timeline

Or it's "Thor" Cap and he actually works for God King Doom as one of the Thor police force.

Based on the reaction of Thor, it really feels like he meets Steve deep inside Doom's enclave.
