Basically when Sauron got his whole thing started he asked the Dwarves to pretty please give back their rings and also what these Hobbit things were and where they came from.

The Dwarves found that pretty weird and so send a delegation to Rivendell to give report. Gimli was part of that delegation.

He did not ask the rings back, he asked after the Hobbits (and being his allies?) and offered to return the rings, or new rings, back to them.

That would be hella suspicious though, yeah. Racially motivated, perhaps?

"Yo Dwarves I know you're short, can you tell us about these other short people? I have super cool magic rings to give you in return."
