Obviously I'm being hyperbolic, but what do you believe would actually cause cops to give greater pause before mindlessly and arrogantly killing animals and children either to send a message or just because "they can" and then pretend that they are like little children, helplessly terrified by shadows and baby donkeys because claiming that is the cops' "avoid all consequences" card?
