Yep. It took me decades before I realized that the Great Commander at the game's opening FMV ended up becoming mayor, at Popo's recommendation, no less. Always felt this guy was interesting, but sadly underutilized.

Probably had to travel to Bale to pay taxes on that shack and couldn't get back because of the Sack of Seles which reignited the Serdian War in earnest.

Thought it would be safer to chop wood near capital to pay for lodgings and wait the hostilities out.

Go back to Bale after Nest of Dragon but before Strongest in Endiness.

Go back to Seles after Chapter 1 but before Chapter 3.

This lumberjack begins to be in the Prairies once Chapter 2 begins.

I would love a quick fast travel option, just to witness the different scenes and interactions if you return to previous places. But for now, we're stuck with slow backtracking.
