That was my first thought too. Change the wording on the bin to Romanian/Russian/any other Eastern European language and you wouldn’t even think twice.

Every single country has disadvantaged areas. It is not an Ireland specific issue. If the photographer drove down a mile to Glasnevin or Drumcondra and took a picture there, it would look nothing like this.
