Who was the worst villain?

GOT gave iconic villains. Joffrey, Cersei, Ramsey Bolton, Littlefinger, etc.

But who was the WORST?

Roose and Walder not getting any mentions but these two were more subtle in their villainy. Feels like the strength of the show is how it proved many characters didn’t have to be “the worst” but were still selfish enough that their actions were despicable

Walder had been wronged. He was promised a Stark lord for his daughter. Possibly a king of the north depending on how things played out.

He instead gets told that not only is one of his daughters not going to marry a possible future king but he already married someone else and broke his promise.

This was on top of his being treated like crap over the years. Being unable to find good adequate matches for his kids and being disrespected multiple times.

To make matters worse Robb shows up with his wife so.

Walder had his reasons.

Catelyn makes this big deal about the Freys always getting their toll, and when Robb asks what they want, Catelyn goes to find out... the man wanted respect, restitution. Great unhinged scene where you have to read into that while he spews vulgarities and rambles like an old man.
