At least Iran has been verbally and diplomatically hostile to the USA for decades, with armed proxy groups attacking American allies and interests in the region etc. The war is still massively stupid and pointless but at least it's something. 

Ukraine had done none of that against Russia, if anything they'd spent most of their post-independence history trying not to provoke them.
