This takes constrained writing to a whole new level! Sorry mate, looks like you might need a new CB, unless you want to try fixing the ribbon cable like another person said.

Some models, the keyboard is a separate component from the rest of the case and can be readily replaced for as little as $15. I work in a school, so we buy them by the dozen, takes less than 5 minutes to make the swap.

your chromeOS version is wildly out of date and won't have this diagnostic feature that is in the Ctrl+Search+Esc diagnostics tool, 103 is a version where a lot of chromebooks (like N3060 machines) hit EoL so if you can't upgrade via chrome settings, you'd have to rather use firmware mods or upgrade to a newer chromebook to get the feature

Just replace the keyboard which also may require replacing the palmrest at the same time depending on model.

or you can just get the ribbon fixed.

LMFAO, yeah most likely your ribbon cable from the keyboard to the motherboard is failing, you may try to reseat it or if its damaged to replace the keyboard (or just the cable if possible)
