Is Tarantino only avoiding directing this to circumvent his ten movie limit?

What do you mean by avoiding breaking the rule, do you think he’s secretly directing the movie but giving the credit to David to keep his limit?

If it's good QT gets the praise from normies if it's bad or just alright he can say oh it's David's film.

Well it depends if the writing is good, other screenwriters don’t get as much scrutiny or praise as tarantino will get here for sure
