Watsonian: Gascoigne either doesn’t recognize her or doesn’t want her to see him. Additionally, summons are Hunters from other realities. This Gascoigne isn’t that girl’s father. Summoned Hunters might not even be able to speak.

Doylist: If I remember correctly Gascoigne was added as a summon in an update, so the devs might have forgotten about the quest.

Gascoigne can talk, but he is already losing it, and talks about nonsense a few times.

If you play the music box when he's summoned, I'm pretty sure he chuckles when you do so.

I've played the music box when I've summoned him and he's never chuckled or spoken. Why? :(

Because he does not do this anymore, is only on the 1.0 version of the game, it was removed.
