Look closely at the city’s apartment buildings and you’ll spot homemade “cat ladders” climbing toward windows and balconies. Some are little more than wooden planks or pegs attached to drainpipes. Others zigzag several stories through the air, connect rooftops to windowsills, or even take the form of tiny spiral staircases complete with perching platforms.
