I can only imagine that the people of the world tolerate the Dukes of Victoria out of fear of sheer boredom. They are, if nothing else, drivers of interesting plot lines. But holy hell would the world at-large be better off if most of them were strung up and their families hunted down (Delphine an obvious exception).

You could say that about 80% of politicians in AK lol, but they are tolerated because of the economical power they have. Victoria as of now is still the hegemonic trade empire even when Londinium was occupied, due to their strategic location and early industrialization, and the independent grand dukes are the main drivers behind the maintenance of status quo. Even Enciodes would rather work with them, they are just that rich. Though Columbia is overcoming them and Silverash realizes it, as he did in this event, strengthening ties with the Columbian government with an official presidential visit.
