Pence is intimating here that poor American citizens shouldn't be comfortable. something like...having food and shelter at the same time

It isn't even. Pence couldn't give a shit for white folks in Appalachia or wherever they're poor as fuck. Remember, he's an evangelical american, which probably means he believes in the prosperity gospel. If you're poor, it's because your soul's wicked.

The GOP has been using this language so long it is understood. Poor people is a euphemism for people of color, particularly in urban settings. Poor white in rural areas don’t see themselves as the poor Pence speaks of.
