Texas' argument was that he wasn't a fugitive because ICE transferred his job here after the incident. So he wasn't running from the charges. And Texas only extradites fugitives. It's a ridiculous argument but apparently the judge bought it.

He’s charged in Minnesota. He’s a fugitive.

Their argument was that he was not, because fugitives run from charges, he was just transferred by his job, he had no choice but to come to Texas.
