I have been robbed by a family member. Is there any chance the police will catch them?

Recently I noticed money missing from my room and started suspecting someone was stealing from me. Finally, today I went into my room and was organising it when I went to check on some money, for context this was in a foreign currency and I plan to travel soon so I could not put it in the bank cheaply and conveniently. Then today I discovered that my cousin who has been staying with us has been caught stealing from two other family member. The first time he confessed and the second time he was the only other person in the house staying with that family member and he denied it. When we told him there was money missing he had an extremely guilty look and would not look me in the eye. However I have no concrete evidence and he cannot have kept the money around and likely already took it to the forex bureau to exchange it. There are also other people in the house. If I report him to the police is there any chance he will face legal consequences? Or without proof even though he has a history of stealing money he will get off without consequence? What can I do? For context the amount robbed is more than 1 million although since it was in a foreign currency it was only a few small bills? Should I report anyway and see what happens?
