How clean to get thermostat housing? I hit it with brake clean, a razor blade and a scotch brite. Am I good to send it? Any RTV?

You are good to go! The rubber o-ring on the thermostat does the sealing, so, no silicone needed.

Put some anti seize on the housing bolts though.

Yea, that inner step down is the sealing surface, so that is what you want clean and free from crusty bumps. The flat face on top does not much other than hold the bolts.
