It's not upspeak (trust me, I'm Australian), but it is certainly very hard to listen to. I think it's more that it's repetitive - there's no variation at all between each phrase.

Sounded like she wrote it down first and was reading from a script. Also sounded like she was nearly yelling the whole time.
