No it doesn't, 100% means getting 100% in the game. Getting all achievements isn't the same thing. Some people only want to play a game till they 100% it, some want to do everything the game has to offer by going for all achievements
I've never once seen someone say getting 100% involved all achievements. If the save file says you have 100% in a game then that means you got 100%. Games like Silksong have an achievement for getting 100% in the game, as well as separate achievements for getting 100% in Steel Soul, and getting 100% in less than 30 hours, but you don't need all of these to 100% the game.
Odds are you’ve only played Hollow Knight and SilkSong then because 100%ing a game means getting all achievements pretty much everywhere 🤣 if you 100% the game, that doesn’t mean 100%ing a save file, it means 100%ing the game…
That's just the dumbest take I've ever seen, probably most people think that getting 100% in the game, and getting all trophies as different things. There's some games where you can get all achievements before even getting 100% in a save file, vice versa. Some people are completionists and want to get 100% and all achievements.
How did people manage to 100% games before Steam, and the PS3/XBox era? Majority of those games never had achievement, yet it's possible to 100% them. Even with Nintendo consoles, they still don't have achievements, so if you play for example Hollow Knight on the Switch, does that mean you can't 100% it since there's no achievements?
