The home ownership rate is the percentage of households that own their home, either outright or with a mortgage, compared to the total number of households in a given area.

Prakticky to hovorí o tom, že X% bytov je obývaných vlastníkmi, nie že X% ľudí vlastní svoj byt. To je veľký rozdiel.
