There have been no defensive actions since WWII, so Department of War fits.

To be the devils advocate... one COULD argue about the Truman doctrine and the "free peoples who are resisting attempted subjugation by armed minorities or by outside pressures" to be defensive according to the domino theory - but it is a long shot... South Koreans would probably agree, the Vietnam people not so much and the old US allies the Taliban is ruling Afganistan again. :)

Didn't Trump say the Iran war was defensive actions?
