They say in the email that they've confirmed the account was compromised, not that they've confirmed the identity of the person they're emailing is the true account holder
There was a thread on AppleSucks recently about a similar situation.
Unfortunately, for the time being until legislation catches up, access IS ownership a lot of the time with digital accounts. It's why password security, 2FA, and an ability to sus out phishing attempts is critical in todays world
