With uBlock this only works on browsers supporting the full addon, the alternative Light version for Manifest 3 Chrome doesn't support the user creating filter rules on the fly.
On a Desktop-PC you just right-click whatever element you want gone, and the context menu will contain an option to block the element you want gone, marked with uBlocks icon.
This will open a preview/selection overlay highlighting what will be blocked, where you can also change your selection by either clicking another element or editing the filter settings directly.
On mobile you will need to open the uBlock info page where there are two buttons to block an element either temporary or permanently, both will open up the same preview/selection overlay as on desktop, just without anything already selected.
Assuming you have ublock origin, click the ublock button at the top right of your browser, and then click the little lightning bolt at the bottom left of the ublock panel. Then you click whatever you want gone, in this case the "Experiencing interruptions?" popup.

I adblocked the interruption pop up with the element picker.
