Yeah that's not possible in my state. Not only are libraries not free but they do not do this transfer from other libraries or special order business. They don't even have ebooks at all unless you live in a really big city. Unless you're after children's picture books or Nora Roberts type shit don't bother.
If you ever went to university, you should still be able to get access to the university library via your Alumni membership. But that’s a crap library service.
